Yes, Sonar versions 1, 2, 3, and older versions of Cakewalk Pro Audio send MIDI messages when launched and closed.
The message is a Local Control Off on all channels (controller 122) which sets your keyboard to Local Mode (or echo) Off to avoid doubled MIDI notes when sequencing in MIDI.
When exiting, a Local Control On message is sent on all channels (controller 64).
