This is a type of end-blown flute, made in the British Isles for hundreds of years. Also sometimes called the tin whistle or Irish whistle, the common name came about because small whistles made of tin could be purchased for a penny. These flutes are usually tuned to the key of D, with the less common Low Whistle being built to sound an octave lower. Hand-carved wooden Irish whistles can be quite expensive.
