Counter hoops are metal rings used to hold a drumhead onto a drum shell. Tension rods go through the holes in the hoops and into the lugs. As you tighten up the tension rods the counter hoop pushes down on the outside of the drumhead and raises the pitch. If you loosen the tension rods the counter hoop lets up on the drumhead and lowers the pitch.
