The Moog MF-104M boasts a long delay time of 800 milliseconds, and you can even go beyond that with a clever trick (use the tap tempo function to tap in the longest delay you can in the "short" delay mode, then switch over to "long" delay mode). And thanks to the built-in spillover function, you can choose whether your delays decay naturally or cut out abruptly when you turn the effect off.
