    how can i edit a sound to achieve this kind of stuttering/buzzing?

    in a youtube fad video this sound file

    You can do it the manual way which is basically to chop very short sections out and duplicate them for x number of cycles (any editor can do it). Or you can use a stutter vst like stutter edit and perform it with your keyboard in a daw.
