A good conditioner can filter a lot of that garbage out of the electrical line. The one caveat is that this garbage doesn't always get in to your signal through the electrical wiring. Sometimes it is induced into the signal cables or the equipment itself. In those instances a power conditioner isn't going to help much...thought it's arguably still worthwhile to remedy other problems.
