"Error launching app" in Windows XP Pro

I've just downloaded SetMaker and the User Guide, and I find that when I try to run setmaker.exe I immediately get a Windows message box that reads as follows:

Error launching application:
Class not found: Setmaker
[OK]

I have some guesses about what this means, but don't know what to do about it. And if the question is addressed in this forum, I can't locate it.

Once I reread the installation instructions, I realized I needed to create a new folder in which to extract the Zipped group of SetMaker files. Once I did that, everything else went smoothly. When I got into computers in the late 1980s there was a common saying: "RTFM" (Read The F______ Manual).
