fender hh jaguar.... new with used stamp?

I was looking at a used Fender jaguar hh (made in japan) and where the serial number was it was stamped used but he said he bought it new. i scratched my head and looked online and saw another one. can anyone say what that means? like does fender stamp used on their factory seconds or ??????

Yeah - their way of saying '2nd' I'm guessing.
