Two channels or one?
If one, you know what I'd say for that budget... Great River ME-1NV.

Well....I'm sorta in the same boat, but I think for about$1,000.00 you could get the OSA rack and one pre to start and then add on as you can afford it. That's what I'm gonna do in about two(2) weeks..!

+1 Michael you speak the TRUTH. I just bought a Great River ME-1NV microphone preamp and this thing just blows everyone away on a wide diverse variety of sources...Unbelievably great IMHO:D

great river makes some excellent stuff. i would also recommend looking at UA. i have a 6167(combination of a 610 and 1176) and it is incredible on vocals. it imparts a wonderfully colored absolutely huge quality to whatever you run through it. it's a great bass DI and i really like it on electric guitar(both direct and miced) through it in some situations.

Hi king ink,
I also have a UA 610 and like it for the same reasons you do. However, that said, the 610 is an animal of an entirely different breed.

The UA stuff is pretty nice, but its not nearly as versatile a preamp as a Great River. Personally I would go with the Great River first, then add something like the UA pre's down the road. The Great river will allow you to get a nice fairly transparent preamp when you need one, but still get aggressive if you want as well.
If you do want to look into a really nice clean preamp, take a look at the two channel D&R preamps. They run about $495 for two channels, and no frills. Just gain, phase reverse, and phantom power. In my opinion the D&R will easily hold it's own next to the Grace, but you get two channels for a tiny bit less money than one channel of Grace.
