Whats the best way to connect these two for recording/monitoring?

Depends on your exact application, but I'd start with something like this:

Direct outs 1-8 into the analog inputs of the 2408. If you have an extra 8-channel A/D converter (or a second 2408), use the insert jacks on channels 9-16 plugged in halfway for 8 more direct outs.

If not, take outputs 1-8 on the 2408 into inputs 9-16 of the 1604 for monitoring. If you don't have those 8 empty channels, just run outputs 1 and 2 from the 2408 into the tape input of the 1604. Plug your studio monitors into the control room outputs on the 1604.
